Networking and coordination

The Education & Disability Working Group (EDWG) with MEC and Voluntary Services Overseas (VSO) as co-chair was established in August 2014. The goal was to provide a forum for education and disability stakeholders to share experiences and information, and to engage in joint advocacy efforts around the education reform processes.

At the end of 2014, the EDWG provided recommendations for Inclusive Education (IE) on a number of draft sub-sector laws that were open for consultation at the time.

A few of the members of the working group participated in the civil society consultations on the National Education Law (NEL) in March 2015. The revised NEL (June 2015) is much stronger on IE than the September 2014 version of the law.

In July 2015, the EDWG developed recommendations on inclusive education that was submitted to the Comprehensive Education Sector Review (CESR) team as part of the National Education Sector Plan (NESP) review and consultation process. The draft NESP included plans for an IE pilot program, but still the EDWG was disappointed in the limited degree to which its recommendations were reflected in the December 2015 draft of the plan.

From April 2016, MEC will hand over the co-chair role of the working group to the Myanmar Council for Person with Disabilities (MCPD) and together with VSO, they will take forward the policy advocacy work on inclusive education.
