MEC operates as a multi-donor pooled fund. This means that all donors contribute towards the overall programme strategy, alignment of strategy, participation, reporting and operating procedures.

One of the goals of the programme is to advocate for increased funding to support non-government education and the programme is open and welcoming to new donors that support the overall objectives of MEC. The programme is designed with a flexible strategy, and can easily be amended to increase the scale and scope, and hence the overall scale of impact of the programme, according to the resourcing available.

MEC is not a separately registered organisation and is operated by Save the Children. The MEC Director reports to the Steering Committee currently comprised of representatives from donors and Save the Children. The Steering Committee is responsible for strategic oversight and support to the programme. Save the Children are responsible for providing technical, managerial and administrative support to the program.

These arrangements allow MEC to benefit from being part of an established and well respected organisation, both nationally and internationally, while also allowing a flexible arrangement where donors are able to play a key role in the strategic oversight in the programme, as well as supporting overall coordination of donor support to non-government education. These governance arrangements are currently operating effectively and are expected to continue through the next stage of the programme strategy.
